Responsible for annual budget forecasting and planning for largest department in Washoe County.
Authored, managed, and ensured compliance on $7 Million Request for Proposal (RFP) for contracted medical services at Washoe County Jail.
Managed/coordinated $1 million statewide law enforcement initiative through Lexipol and re-wrote policy manual for the Washoe County Sheriff’s Office.

People Management
Instituted a department-wide leadership development program to provide mentorship, wisdom, and growth to professional and sworn staff.
Enhanced morale by establishing fair and equitable processes for increased communication and career advancement, providing opportunities for personnel development and recognizing performance and personal accomplishments measured by employee engagement surveys.
Self-Management
Serve(d) as a board member for multiple community boards to include Salvation Army, Join Together Northern Nevada, and Crisis Support Services of Nevada.
Developed employee rewards program to recognize civilian and commissioned staff who “make a difference” and go above and beyond in their daily tasks and recruitment efforts.
Devoted husband of 25 years and father to four children.
Enterprise Management Viewpoint
Created Women in Policing Committee comprised of Sheriff’s staff to increase opportunity, recruitment, and initiatives such as 30 by 30 to achieve 30% female staff by 2030.
Developed Women’s Health Program to provide long-acting reversable contraception (LARC), education and family planning to the female incarcerated population.
Created first correctional medication assisted treatment (MAT) program in Northern Nevada through a combination of behavioral therapy and medications to treat substance abuse disorders and reduce overdose deaths.
Collaborated and developed first community resource fair with more than 50 local and state providers to educate and offer services to underprivileged, incarcerated families and low-income community members.
Strategic Focus
Created Veterans Unit to provide services and outreach to the incarcerated, veteran population in efforts to educate and link veterans to services in the community to reduce recidivism and provide opportunities to the underserved veteran population.
Created first Naloxone “Leave Behind” program in Nevada to support a statewide initiative focused on increasing naloxone availability in the community to save lives and reduce opioid related deaths.
Created Detention Services Unit at Washoe County Jail dedicated to creating relationships with community providers in building a safe, healthy, positive, supportive relationships with those individuals who live in our community in effort to reduce recidivism through continuity in counseling, recovery, programming, mental health, wellbeing, medical and educational care for those in custody and upon transition to the community.
Created/implemented regional weaponless defense program to ensure continuity among local law enforcement agencies.
Implemented less lethal technology (Taser) program department wide. Issued, trained, and coordinated less lethal program to ensure consistency throughout agency.
Proposed/implemented transition from PR-24 straight baton to expandable baton, which was more compact, easy to use and less intrusive.
Coordinated and presented comprehensive plan in response to the President’s Task Force on 21st Century Policing, designed to increase public trust and legitimacy, promote diversity, advance employee wellness, and enhance leadership and personal accountability throughout all levels of the organization.
Oversaw accreditation of the Washoe County Detention facility through the National Commission on Correctional Health Care through multiple accreditation cycles in Health Care and Opioid Treatment Program.
